What is the Comprehensive Plan?

The Comprehensive Plan lays out a framework for how a jurisdiction will grow and develop through:

·         Establishing patterns for residential, commercial, industrial, and institutional land uses;

·         Determining what infrastructure, including water supply and a transportation system, will be needed to serve new development; and

·         Identifying natural resources.

 

The Plan sets the overall framework for all growth management decisions by the local government.

 

Comprehensive Plan Update (EAR-Based Amendments)

All local governments, cities, and counties, must update their Comprehensive Plans periodically.  The State sets the time frame for each local government to update its plan.  The Update is a two-step process:

1.    Evaluation & Appraisal Report (EAR) (completed).

2.    Comprehensive Plan Amendments based on the EAR and all current requirements (in progress).

 

The Update includes:

·       Extending the Planning Horizon to the Year 2030.  

·       Updating Level of Service Standards for Roads, Water, Wastewater, Solid Waste, Parks, Housing, and Schools

 

All of the Comprehensive Plan Elements which are updated as part of the process include:  Future Land Use; Transportation; Housing; Infrastructure; Conservation; Recreation and Open Space; Intergovernmental Coordination; Capital Improvements; and Public School Facilities.
