The Reason...
All local governments, cities and counties, must update their
Comprehensive Plans periodically.
The State sets the time frame for each local government to
update its plan.
Two-step process:
Evaluation & Appraisal Report (completed).
Comprehensive Plan Amendments based on the EAR
and all current requirements (in progress).

Highlands County has an
adopted Comprehensive Plan
which lays out the overall
framework for how the County
will grow and develop and for all
growth management decisions
by the County.
This Plan sets out patterns for
residential, commercial, industrial, and
institutional land uses.
This Plan determines what infrastructure will be
needed to serve new development, including
water supply.
This Plan identifies natural resources.
This Plan determines the need
for schools to accompany
development.
