Planning Advisory Services

Local Government Assistance is handled through our Planning Advisory Services program (PAS). PAS is provided so that member governments that do not have the need for a full-time planning staff, or that have a particular need for expertise that our professional planners possess, may contract to avail themselves of these services. Essentially this program functions as a non-profit consultant. Eleven cities and one county in our region have contracted with the CFRPC for PAS.

Services previously offered and/or currently provided include:

  • Comprehensive Plans: CFRPC staff wrote and maintains comprehensive plans in compliance with the 1985 GrowthManagement Act. The comprehensive plan is essentially a ‘blueprint’ to guide
  • future growth within the community.
  • Land Development Regulations (LDR’s): Florida Statutes require that existing codes be updated and consolidated into a Unified
  • Land Development Code. CFRPC staff provides complete updating services to a model code and technical assistance for the new code.
  • Concurrency Management System (CMS): CMS is the teeth of the Growth Management Act. Services generated by new development must
  • be in place concurrent with or be funded to be available in a time certain after the impact of the development. CMS keeps track of the essential services and assesses the impact against the system to ensure compliance. Systems are updated and reports generated at least once a year. Reports are also generated on an as needed basis for large-scale development proposals.
  • Official Maps: CFRPC staff has prepared official zoning maps for several cities. Many cities had not had
  • maps produced since the late 1980’s; some dated back to the 1960’s. The Future Land Use Map for each city was updated so that the maps are compatible with each other.
  • Evaluation and Appraisal Reports (EARS): EARS is a comparison and analysis of the conditions at the time of comprehensive plan
  • adoption and the conditions at the time of the EAR report, a period of approximately seven years. CFRPC staff is currently writing EARS for six member governments.
  • Growth Management Law Presentations and Training: Training sessions are held for city commissions and city staff members on Chapter 163, F.S.
  • Comprehensive Plan Amendments: CFRPC staff has prepared amendments for annexations, map errors, and small scale amendments that occurred since the adoption of each municipality’s comprehensive plan.
