Community Redevelopment Plan Update

The City of Fort Meade has engaged the services of the Central Florida Regional Planning Council (CFRPC) to prepare an update to the City of Fort Meade Community Redevelopment Plan (2011). The goals and objectives identified in the redevelopment plan update will build upon the goals established as part of the 2011 CRA Plan and provide updated Tax Increment Financing (TIF) projections.


Purpose of the CRA Plan Update


To prepare a comprehensive CRA Plan update that reflects the community’s current and future needs, supports community businesses, and aligns with local and regional development goals.

The updated CRA Plan will serve as a guiding document for revitalization efforts and strategic investment within the boundaries of the Fort Meade CRA.

Executive Summary

Statutory Framework
This Updated Plan serves as an amendment to the Fort Meade Community Redevelopment Plan (2011) and provides updated planning analysis, redevelopment goals, and revised Tax Increment Financing (TIF) projections to support future redevelopment activities.

The proposed amendment does not change the existing boundaries, nor does it establish a new base year for Tax Increment Financing revenue purposes.
2026 CRA Plan Overview
The 2026 CRA Plan Update builds upon the framework established in the 2011 CRA Plan and incorporates updated data, community input, and financial projections. The Updated Plan is intended to guide future public investment, policy decisions, and redevelopment programming.
Community Engagement and Input
The goals and objectives included in the Updated Plan were informed by community outreach efforts and relevant community planning documents. This input reflects local priorities and provides direction for future redevelopment initiatives.
Development Objectives and Goals

The Updated 2026 Plan identifies six priority goals and several strategies designed to:

 

  • Address conditions of Slum and Blight;

  • Encourage reinvestment and economic development;​

  • Support housing, connectivity, and placemaking;

  • Strengthen partnerships and leverage public and private resources;

  • Improve quality of life within the CRA district.

These goals and strategies serve as a policy framework for the development of programs, projects, and partnerships to advance redevelopment outcomes and provide for opportunities to resolve blighting issues that still exist.

Tax Increment Financing
The 2026 CRA Plan Update includes updated Tax Increment Financing (TIF) projections based on current property values, and anticipated growth trends. The updated projections provide a financial planning tool to support implementation of redevelopment initiatives and long-term capital planning.

Using the Tax Increment Revenue Projections as a basis, and assuming, for analytical purposes, that the CRA maintains a similar ratio of expenditures for services, programs, projects, and operations identified in the CRA’s Fiscal Year 2025-2026 Budget for each municipal fiscal year, the planned projected costs of redevelopment to be allocated across funding categories identified in the budget for Fiscal Year 2025-2026 through Fiscal Year 2049-2050 is $57,584,765.

The area identified as the Fort Meade CRA District, shown in the CRA Boundary Map, is approximately 1,302 acres, (1542 with right of way and non-parcel areas), with 1248 parcels.

 

This document serves as an update to the City of Fort Meade Community Redevelopment Plan (2011). This City of Fort Meade Community Redevelopment Plan Update (referred to interchangeably in this Plan as the “Updated Plan” or “2026 CRA Plan Update”) builds upon the goals established as part of the Fort Meade Community Redevelopment Plan (2011) and provides for updated Tax Increment Financing (TIF) projections.

 

The goals and strategies identified were developed based on community input gained through outreach efforts and community planning documents. The goals identified below are designed to guide future public investment and policy decisions, while serving as a framework for the development of initiatives. These initiatives may be utilized to bring together future resources, assets, and partner organizations to overcome challenges. The six priority goals include:

GOAL 1: RETAIN AND ATTRACT NEW BUSINESSES WITHIN THE FORT MEADE CRA DISTRICT TO ENCOURAGE AND ADVANCE EMPLOYMENT OPPORTUNITIES

 

GOAL 2: ACTIVATE GATEWAY AREAS AND DEVELOP INITIATIVES, PROGRAMS, AND PROJECTS FOR TARGETED REVITALIZATION

                

GOAL 3: IMPROVE CONNECTIONS TO TRAIL NETWORKS, SUPPORTIVE USES, VISITOR AMENITIES, AND CONNECTIONS TO DOWNTOWN

 

GOAL 4: IMPROVE INFRASTRUCTURE AND ACCESSIBILITY, AND MITIGATE DAMAGE CAUSED BY NATURAL FACTORS AND DISASTERS

 

GOAL 5: ADMINISTRATIVE AND OPERATIONAL SUPPORT

 

GOAL 6: SEEK ADDITIONAL FUNDING SOURCES TO FURTHER DEVELOPMENT AND REDEVELOPMENT ACTIVITIES, AND IMPLEMENT PROGRAMS THAT ADVANCE THE GOALS IDENTIFIED IN THE 2026 CRA PLAN UPDATE

Recommended Improvement Programs & Projects

According to Florida Statutes, any redevelopment activity that is authorized by Chapter 163 Part III can be utilized by a Community Redevelopment Agency if that redevelopment activity is included within a Community Redevelopment Plan. Redevelopment activities can be grouped into two categories: Programs and Projects.

 

The programs and projects identified within this section of the Plan are tools that may be utilized by the Board throughout the life of the CRA. Prior to the implementation of any program or project identified within the Plan, the Board shall establish and/or adopt specific details, rules, criteria or policy as is necessary to properly and successfully implement the program or project. The Board shall have the authority to adopt, prioritize, modify, update, change or abolish any program or project at any duly noticed public meeting, whether or not the action is noted on the agenda. Property owners and business operators may apply to participate in any number of CRA programs or projects as determined by program or project rules, criteria, or policy.

 

The Board has the authority to decide when and if any programs or projects identified within the Plan will be implemented and, if implemented, when funded. Simply because a program or project is identified, does not mean that the Board is bound to implement or provide funds for that particular redevelopment activity.

 

All programs and projects identified within this Plan shall be implemented in an appropriate manner for the use and expenditure of TIF funds deposited in the redevelopment trust fund. The Board may advance any goal or objective and implement any number of projects or programs in a manner that furthers the redevelopment of the community as allowed under Florida Statute 163.370 & 163.387.

Programs

The list of programs below has been created to provide a general outline of the redevelopment activities and authority conveyed to the CRA by this plan and by Florida Statutes Chapter 163, Part III. Listing a program within this chapter does not ensure that the program will be established, considered for establishment, or funded by the Board. The Board reserves the right to establish, fund, develop, study, plan, or pursue any program listed (or not listed) within this section that is allowable by the express language of this plan, that furthers or promotes a redevelopment objective or a redevelopment goal identified by this plan as determined by the CRA Board, that exercises a power granted to local governments or redevelopment agencies by Florida Statutes Chapter 163, Part III, that is permitted by Florida law and that is consistent with the City of Fort Meade Comprehensive Plan. The Board also reserves the right to amend this plan, to add new programs, or edit existing programs that are allowable by the above, by Florida Statutes Chapter163, Part III, by Florida law and the Fort Meade Comprehensive Plan at any duly noticed public hearing.
