Housing discrimination refers to patterns of discrimination that affect a person's ability to rent or buy housing. This disparate treatment of a person on the housing market can be based on group characteristics or on the place where a person lives. Disparate impact in fair housing is when a seemingly neutral housing policy or practice disproportionately and negatively affects people of a protected characteristic, such as race, sex, disability, or familial status, even without any intent to discriminate.

 

The most straightforward form of housing discrimination involves a landlord who rejects offers from potential tenants based on factors such as race, age, gender, marital status, source of funding, and others. The landlord may perform the discrimination explicitly or implicitly. Housing discrimination can also occur among existing tenants, who may face detrimental treatment in comparison to others for the same reasons.

Polk County’s Consolidated Plan is the five-year planning document required by HUD to identify priority needs and establish corresponding goals to address those needs. Polk County’s Consolidated Plan provides goals and coordinated strategies to address the housing and community needs of very low, low, and moderate-income residents. The preparation and administration of the Consolidated Plan offers opportunities to shape various programs into effective, coordinated neighborhood and community development strategies. The strategies become action-driven initiatives to foster positive changes. The planning process emphasizes creating an environment for strategic planning and citizen participation while reducing duplication of efforts at the local level.
