All proposals must be received by the Central Florida Regional Planning Council (CFRPC), through its designee Ms. Shannon McPherson, no later than 3:00 PM EST on May 1, 2026.
Electronic Submission: Proposals must be submitted electronically in PDF format via email with the subject line: “RFP # 04-26-1 Transit Operations and Management Services” to: smcpherson@cfrpc.org.
The CFRPC reserves the right, in its sole discretion, to reject any or all proposals, waive minor irregularities, reissue a subsequent RFP, terminate, restructure, or amend this procurement process at any time.

Questions
Questions regarding this RFP must be submitted in writing via email to Shannon McPherson at smcpherson@cfrpc.org no later than 3:00 PM EST on April 17, 2026. Responses will be provided in writing and distributed to all firms that have requested the Proposal Package and will be posted on the CFRPC website at: https://www.cfrpc.org/doingbusiness. No questions regarding this RFP may be directed to Project Partners, the Selection Committee, CFRPC or HRTPO Board members, or CFRPC or HRTPO staff members other than the designated contact above. Violation of this prohibition may result in disqualification of the proposer for further consideration.
Protest Procedure
Any actual or prospective proposer who is aggrieved in connection with this solicitation or award may protest to the Central Florida Regional Planning Council. Protests must be submitted in writing and clearly state the basis for the protest. Protests of solicitation must be submitted at least five (5) business days before the proposal due date. Protests of award must be submitted within five (5) business days after notice of intended award.
Public Record
Proposals submitted in response to this RFP shall become public records in accordance with Chapter 119, Florida Statutes after the evaluation process is completed and a notice of intended award has been issued.
Incorporation of Proposal and Performance Commitments
The selected Proposer’s Technical and Cost Proposal will be incorporated into the resulting Contract by reference and will form part of the Contractor’s binding obligations. The Agency will rely on the information, representations, and commitments contained in the Proposal as a material factor in the evaluation and award process. Proposers are therefore advised that all services will be expected to be performed in accordance with the approaches, methodologies, staffing, schedules, and performance standards described in their submitted Proposal. All services, functions, and tasks identified in the Proposal will be considered part of the required scope of work, whether or not they are explicitly restated in the final Contract documents. Proposers should ensure that all costs necessary to fulfill these commitments are included in their Proposal, as additional compensation will not be provided unless formally approved through a written contract modification in accordance with applicable federal and state requirements. In the event of a conflict between Contract documents, the order of precedence will be as follows: (1) the executed Contract and any amendments; (2) this Request for Proposals and any addenda; and (3) the Contractor’s Proposal. However, the Agency reserves the right to require the Contractor to meet any higher standard of service or additional commitment identified in its Proposal.
Proposers are further advised that failure to perform in accordance with the commitments and representations made in the Proposal may be considered a material breach of Contract and may result in corrective actions or other remedies as defined in the Contract.
All Proposal commitments incorporated into the Contract will be subject to applicable federal and state requirements, including those of the Federal Transit Administration and the Florida Department of Transportation, and will be subject to monitoring and audit for compliance.
